MuniCom is owned
by Stephen Jolin, Ph.D., who serves as principal consultant. Mr.
Jolin is former Director of the Portland, Oregon Office of Cable Communications,
and since 1981 has provided consulting assistance to public jurisdictions
and other organizations in all areas of cable and telecommunications franchising,
system overbuilds, system ownership changes, franchise renewal, franchise
negotiations, community ascertainment, PEG access, institutional telecommunications,
and franchise administration. MuniCom
has worked in several franchising projects where commercial or municipal
overbuilds are planned, and level playing field considerations are critical. MuniCom’s
regular engineering associates are Brian Nordlund of
W&H Pacific in Portland, and Clifford Schrock of Cable Business Systems
in Portland
Mr. Jolin personally performs all principal consulting work, except for legal and engineering tasks. However, for certain projects, he assembles and leads, or serves with, teams of nationally known professionals in municipal cable and telecommunications work. MuniCom team members have included Michael Katz of KFA Services, Sue Buske of the Buske Group, attorney Joseph Van Eaton of Miller and Van Eaton, Connie Cannady of C2 Consulting, Jay Smith of Public Knowledge, and Marjie Lundell, former Cable Director of the Multnomah Cable Regulatory Commission.
